The primary way to implement the government’s agenda is to pass government bills. In the Polish constitutional system „cabinet coalition” need not to be a „winning coalition” in the „game of passing the law”. Despite this,cabinets, despite some obstacles, quite effectively implement its legislativeprogram. Article indicates the importance of factors other than the mere number of MPs supporting the government or support of the president. Better access to resources such as information, time, opportunity to submit amendments, the possibility of controlling parliamentary agenda, make the position of the governing parties and cabinet in the legislative process relatively much stronger.
