Koncepcja siły blokowania jako klucz do zrozumienia historii projektowania systemów głosowania dla Rady UE

Abstrakt

Przedstawione przez autora teoretyczne ujęcie siły głosu uczestnika zgromadzenia podejmującego decyzje przez głosowanie, odmienne od ujęcia klasycznego, opiera się na odróżnieniu „siły wygrywania” od „siły blokowania”, przy czym tę ostatnią dla każdego decydenta określa się jako zależną od liczby minimalnych koalicji blokujących małych rozmiarów z jego udziałem. W artykule pokazano, że koncepcja siły blokowania rzuca światło na historię projektowania systemów głosowania dla Rady Ministrów UE, od początków do traktatu lizbońskiego.
